Toronto Centre
The Joint Centre of Excellence for Research on Immigration and Settlement - Toronto
(CERIS) is a consortium of three universities - the University of Toronto, Ryerson
Polytechnic University, and York University. The University of Toronto is responsible for
the Centre's administrative and financial functions and provides accommodation and
infrastructure for the direction of the Centre. A representative from each participating
university is appointed for the following Centre management positions: one Director and
two Associate Directors. The Centre's research program covers the following five
domains:
- Education
- Economics
- Health
- Community
- Housing and Neighbourhoods
Like the Prairie Centre, the Toronto Centre launches its research activities through an
annual Request for Proposals (RFP). Prior to developing the RFP, the Centre consults with
stakeholders through an annual research retreat and with the Centre's Partnership
Advisory Committee (PAC). The research retreat, which is usually held in the fall, brings
together a number of stakeholders from the community, including federal government
representatives from Ottawa and the regional offices. Members of the PAC include
representatives from the federal, provincial and municipal governments, research
community, and NGOs (see Appendix 3 for membership). The retreat and consultations serve
to identify short and long-term research priorities and, as such, constitute the Toronto
Centre's annual pre-RFP strategic planning exercise. The Management Board
writes the Request for Proposals taking account of the views voiced in these
consultations.
In designing projects, individual researchers develop project proposals that
follow the guidelines outlined in the RFP. These projects then go through a tri-level approval
process. First, Domain Adjudicating Panels rank the projects that are potentially
fundable by domain, and then forward them to the Composite Committee which provides an
overall ranking. Researchers and NGOs participate in both these levels of evaluation. The
Management Board is responsible for final funding approval. It examines the feasibility of
the proposed projects, relative to the Centre's budget, basing itself on the
Composite Committee's recommendations. The Toronto Centre's research planning,
design and approval process is summarized in Table 3.
In addition to the RFP process, there exists the Major Research Initiatives (MRI)
committee which meets on an ad-hoc basis to respond to perceived needs for studies whose
scope or immediacy are inappropriate for the RFP process. CERIS provides funds for MRI
initiatives, and submits requests to external funders for larger projects which are beyond
its budget. Within the context of one of these MRIs, Research Domain meetings began in
1998, in connection with the production of a book on immigration and settlement in Toronto
for the March 2000 National Metropolis Conference in that city. These meetings contribute
to identifying policy gaps by domain and prioritizing future needs.
