Vancouver Centre
The Vancouver Centre of Excellence for Research on Immigration and Integration in
the Metropolis (RIIM) is a consortium of three universities - the University of British
Columbia (UBC), the University of Victoria and Simon Fraser University (SFU). The Centre
is led by two Co-Directors, one from SFU and one from UBC, the latter being the
financial-host university. The Centre's research program covers the following four
domains:
- Economics
- Education
- Social
- Housing and Neighbourhoods
The Centre presented a six-year Strategic Research Plan as an integral part of
its 1995 submission to establish a Centre of Excellence. This plan identified research
gaps and defined projects to fill them. The Centre did not establish a formal process for
on-going strategic research planning since it relies on the plan to conduct its research
activities. Liaison with federal partners in Ottawa (e.g., Human Resources Development
Canada, Industry Canada) is a means to incorporate new policy-relevant projects with
either new funds or freed up resources.
In order to enhance the policy-relevance of its research projects, the Centre has
created the Federal Partnership Council which provides a channel of communication between
the Centre Co-Directors and regional funding partners. Officials from nine federal
departments and agencies sit on the Council (see Appendix 1 for membership). The research
findings of the Centre's projects are also disseminated through the Council. The
Centre is also a member of the regional CIC Advisory Committee, primarily comprising NGOs
and service agencies, and contributes to its annual symposium.
Two committees in the Vancouver Centre management structure have a role in the project
approval decision: the Research Consultative Committee (RCC) and the Management Board.
Representatives from the federal, provincial and municipal governments, research
community, the private sector and non-governmental organizations (NGO) participate in both
committees (see Appendix 1 for membership). The RCC has the mandate to review research
projects defined under the six-year plan and to examine new research proposals. Once
the projects are reviewed by the RCC, the funding approval of the Management Board
is sought. This task is part of the Board's broad responsibilities of overseeing the
Centre's activities.
