Due to such factors as anxiety
about future population & economic growth, Canada is entering
a new phase in immigration policy & management. Canadian
immigration, which has been managed by the federal government,
illustrates the difficulties & weaknesses of the exclusive
federal management of an important area of policy. One
consequence is that there has been little national concern or
interest in immigration. During postwar period Canada, the power
of the federal government began to decline, replaced gradually by
an equal relationship with the provinces. Canadian immigration
management has been carried out by a few politicians &
bureaucrats at the federal level. Postwar Canadian immigration
policy has undergone major changes by regulation which has aimed
to: (1) remove racial discrimination; (2) raise the quality in
terms of education & skill of the annual immigration
movement; (3) check the unrestricted movement to Canada of
sponsored relatives. The new regulations aimed at reducing the
number of people coming to Canada who were unable to acquire
employment. An unsatisfactory aspect of Canadian immigration is
the marked imbalance in the distribution of immigrants across the
country. Another problem is that of the "brain drain"
where immigrants coming from developing countries have skills
needed in their home countries. A big question now facing Canada
is that of numbers; how big should Canada be? The Dept of
Manpower & Immigration & the Dept of the Secretary of
State, are responsible for immigrants at the federal level. In
the Fall of 1971, the Dept of the Secretary of State, under new
management, created a small Task Force with the responsibility of
examining services & programs for immigrants. The Task Force
discovered serious underdevelopment in this area. Immigration
services need more intergovernmental consultation, for better

Since 1967, when restrictions on
Chinese immigration were fully removed, there has been a
substantial migration of Chinese to Canada from a wide array of
global origins, although Hong Kong has been the major source. In
contrast to the past, the cultural expression of a Chinese
identity within a multicultural framework has been encouraged.
Primarily resident in southern Ontario & British Columbia,
Chinese Canadians fully & successfully participate in
Canadian society. The community is not residentially segregated
& underpinned by an ethnic subeconomy as in the past,
although a network of voluntary associations are still a major
feature of their structure. Prejudicial attitudes toward Chinese
nevertheless remain, especially in western Canada, reminiscent of
former patterns of rejection, although they occur in a different
