Kelner, Merrijoy; Kallen, Evelyn (1974): The multicultural policy: Canada's response to ethnic diversity. Journal of Comparative Sociology 2, 21-34.
Contrary to the US 'melting pot' model in which the ethnocentrism of varying cultural groups of immigrants becomes subordinated to the national identity, canadian 'multiculturalism' (cultural pluralism) aims to integrate the varying ethnic groups for legal, economic, educational, & political ends but to allow a great degree of social segregation & ethnocultural distinctiveness. The Canadian model assumes that each ethnic group desires to & has the resources & institutions necessary to maintain the growth of a distinctive, living culture & that all members of all ethnic groups have equal access to participation & upward mobility in every sphere of public life. On 8 oct 1971, the official government policy of multiculturalism was announced & during the fiscal year 1973-74 the federal government is pledged to spend nearly 10 million dollars on multicultural programs. To avoid the tendency toward 'museumism' care must be taken to approach multiculturalism from the cultural interchange standpoint, not from cultural voyeurism. It is important too for each ethnic group to develop programs in its own heritage language to continue development of the culture as a living rather than preserved phenomenon. T. Babitsky
